Going up and and spending to buy outstanding championship quality players while you build a solid team over a number of seasons yo-yoing is a decent strategy. Because younger players lack consistency because they are still learning and developing. Those dire games therefore happen more often. They then have a disproportionate impact on the player and can harm them in the long term.

Against Birmingham, yes. They'd got into the playoffs and were resting their team. That's up to them. The league and other teams are not in a position to be making value judgements on who a manager should be playing in which match. Nice != screws their own team to help a different one.
